County officials are backing off the claim that staff created the ISLE2040 to address the cost of the Norfolk water deal.

ISLE2040, which Supervisor Al Casteen called “a moving target” during a joint meeting with Smithfield officials, is a growth plan to increase population density in the Newport Development Service District (DSD).

The hope is that upping the density will accommodate the projected 27,000 residents that county staff say will be coming to the county in the next 25 years and preserve the county's rural heritage while concentrating growth in the Carrollton area.
