Del. Rick Morris, R-64th, has taken issue with the practice of some law enforcement agencies boarding recreational boats without probable cause that a crime has been committed.

Morris recently introduced House Bill 1298, which would require law enforcement officers to have probable cause, as well as consent of the owner, before stopping, boarding and inspecting non-commercial vessels for various reasons, such as checking on the condition and number of life jackets on board.

A new northern elementary school and three more major construction projects are on the horizon for Isle of Wight County schools.

The School Board voted Thursday to approve a capital improvements plan (CIP) that includes a new northern elementary school for $20 million, an expansion to Smithfield High School for $27.8 million, a new central office at the courthouse complex for $6.1 million and an expanded bus garage for $750,000.

The CIP totals $54.6 million.
