A Carrollton man has been charged with 10 felony counts of possessing child pornography after investigators say they found nearly 1 million images depicting child sexual abuse on his electronic devices.

An Isle of Wight County Sheriff’s Office news release states deputies arrested Joseph Wayne Clifford, 53, at his home in Nest on 17 apartment complex off Carrollton Boulevard in the early morning hours of May 12.

The Sheriff’s Office’s Special Investigations Division said it received a cyber tip with information on Clifford and obtained multiple search warrants for his home, electronics and his person. The news release states a “preliminary forensic examination of his electronic devices uncovered close to one million child sexual abuse images.”

The investigation was conducted in coordination with the Southern Virginia Internet Crimes Against Children Task Force, which has over 150 members spanning southwest Virginia to the Delmarva Peninsula and the Eastern Shore. It was one of the first 10 regional members of the nationwide ICAC, which has more than 5,400 federal, state and local law enforcement agencies.

Clifford is being held with no bond at the Western Tidewater Regional Jail in Suffolk.

““We will relentlessly pursue, charge and prosecute all child sexual predators,” Sheriff James Clarke Jr. said.

Clifford faces a mandatory minimum of five years in prison and up to 20 years on each charge if convicted.
