Notice is hereby given that the Isle of Wight County Planning Commission will hold a Public Hearing on Tuesday, February 27, 2018, to consider for recommendation to the Board of Supervisors the following application:
The request of Isle of Wight County, owner, for a Conditional Use Permit on a leased area of Tax Map Parcel 21-01-083. Said property, approximately 2.58 acres, is located 545 feet east of Great Spring Road (State Route 655) set behind 13080 Great Spring Road. The proposed use of the property is for a private club, specifically as meeting and storage facilities for local scout troops.

A copy of said application is on file in the Department of Planning and Zoning at the Isle of Wight County Courthouse Complex, Isle of Wight, Virginia, and is available for public examination.

Notice is hereby given pursuant to Section 28.2-1302 and Section 28.2-1403 of the Code of Virginia, as amended, and the Wetlands Zoning Ordinance and the Coastal Primary Sand Dune Zoning Ordinance of the Isle of Wight County Code, that the Isle of Wight County Wetlands Board will hold a Public Hearing on Monday, February 26, 2018 to consider the following applications:
The application of John Knox to install a new 180 linear foot riprap revetment with 20 cubic yards of backfill, plant Spartina alterniflora sprigs and remove existing concrete pieces by hand from tidal wetlands at 301 Pagan Ridge, Smithfield, in the Smithfield Election District.

The application of Dominion Energy Virginia, to install a hybrid living shoreline and repair the foundation of the Dominion overhead transmission line tower adjacent to Ragged Island in Carrollton, in the Newport Election District. The project in total will install a breakwater approximately 235 linear feet long with a crest height of six (6) feet, backshore beach nourishment covering 11,067 square feet and 1,187 cubic feet of sand fill, and wetlands plantings consisting of a mixture of Spartina alterniflora and Spartina patens numbering more than 10,000 individual plugs set 18 inches apart on center. The breakwater will cover 3,409 square feet of river bottom and 1,959 square feet of non-vegetated intertidal wetlands. The sand fill will cover 2,576 square feet of river bottom, 8,249 square feet of non-vegetated intertidal wetlands and 242 square feet of area within the 1.5x mean tide range. Repairs to the tower foundation will consist of repairing and extending the four concrete caps about six (6) feet downward to protect the pilings that help form the tower base. In this way the tower foundation will be restored to its original design, with the concrete caps extending to the mudline and the pilings buried below the mudline. The concrete caps and the pilings have all been degraded by erosional forces, and now approximately three (3) feet of the pilings have been exposed above the waterline.

A copy of said applications and the Isle of Wight County Ordinances are on file in the Department of Planning and Zoning, Isle of Wight Courthouse, Isle of Wight, Virginia and are available for public examination.
Any person desiring to be heard in favor of, in opposition to, or to express his views with respect to the aforesaid applications may appear before and be heard by said Wetlands Board during the Public Hearing to be held in the Board of Supervisors Room, Isle of Wight Courthouse, Isle of Wight, Virginia, on Monday, February 26, 2018 beginning at 6:00 P.M.

NOTICE OF PUBLIC HEARING

Notice is hereby given pursuant to Section 15.2-2507 of the Code of Virginia and amendments thereto, that the Surry County Board of Supervisors has schedule a public hearing for Thursday, March 1, 2018 at 7:00pm in the General District Courtroom of the Surry County Government Center, 45 School Street, Surry, Virginia in consideration of an amendment to increase the FY 2017-18 School Operating Fund Budget by $438,662 and the School Cafeteria Fund Budget by $42,610 (for a total amendment of $481,272), in order to carry over unspent County funds from the approved FY 16-17 Operating Budget. This amount, which is proposed to come from the County’s unassigned fund balance, will be used for building and parking lot maintenance projects, and to eliminate the FY 2016-17 year end deficit in the School Cafeteria Fund. This amendment exceeds one percent of the total expenditures shown in the currently adopted budget. The County’s total budget after this amendment (net of transfers between funds) will be $39,502,918. A draft copy of the proposed resolution is available for review by the public in the Office of the County Administrator, Surry County Government Center, 45 School Street, Surry, Virginia.  Office hours are Monday through Friday from 9:00 am to 5:00 pm.

NOTICE OF PUBLIC HEARING

TOWN COUNCIL OF THE TOWN OF SMITHFIELD
AMENDMENT AND REVISION OF ZONING AND SUBDIVISION ORDINANCES
Notice is hereby given pursuant to Sections 15.2-2204 and 15.2-2285 of the Code of Virginia, (1950), as amended, that the Town Council of the Town of Smithfield, Virginia will hold a public hearing at the regular meeting of the Town Council on Tuesday, March 6, 2018 at 7:30 o’clock P.M., in the council chambers in The Smithfield Center, 220 N. Church Street, meeting room A, Smithfield, Virginia to consider the amendment and revision of certain provisions of the Town’s Zoning Ordinance. The proposed revisions and amendments of the Zoning Ordinance affect the following articles of the ordinance:

Article 11. Site Plan Requirements

The proposed amendments update the requirement for Preliminary Major Site Plans and Minor Site Plans for showing resource management areas and resource protection areas; and imposes the additional requirement to show the location of primary and secondary sewage disposal system areas on all Minor Site Plan and imposes notice requirement as to the obligation to pump out on-site sewage disposal systems every five years.
The proposed revisions and amendments of the Subdivision Ordinance affect the following articles of the ordinance:
Article 5. Subdivision Approval Process.

The proposed amendment adds additional requirements for final subdivision plat approval.
