The Town Council of the Town of Windsor will hold a public hearing on Tuesday, July 10, 2018, in the Windsor Town Hall located at 8 E Windsor Blvd., Windsor, Virginia, to consider the following:

Beginning at 7:00 p.m.

To rezone parcel 54B-01-234 from General Business B-1 to Residential District R-1. The property is located on South Court Street in the Town of Windsor, VA. The purpose of the rezoning is to allow the construction of a single family dwelling. The comprehensive plan identifies this location to be commercial with no specified density. The Plaintiff filed this suit pursuant to Va. Code § 58.1-3965, et seq., to enforce its delinquent tax liens against the following real estate standing in the name of Rufus Darden, III:

An affidavit having been filed that the Plaintiff used due diligence to locate the unknown heirs, devisees and successors in interest of Rufus Darden, Jr., but without effect; that the post office addresses of the unknown heirs, devisees and successors in interest of Rufus Darden, Jr. are unknown; that the Plaintiff served Defendant UNIFUND CCR Partners or their unknown successor in interest by substitute service upon the Secretary of the Commonwealth at their last known post office address of 300 East 42nd Street, New York, NY 10017 and has used due diligence to ascertain any other location for them, but without effect; and that there may be other persons having an interest in the property whose names and addresses are unknown, and those claiming through the aforementioned parties, all such persons made defendants as “Parties Unknown.”

Public Notice – Environmental Permit

  Purpose of notice: To seek public comment on a draft permit from the Department of Environmental Quality that will allow the release of treated wastewater into a water body in Windsor, Virginia. Public comment period: 30 days from the first date of this public notice on June 27, 2018 Permit name: Virginia Pollutant Discharge Elimination System Permit – Wastewater issued by DEQ, under the authority of the State Water Control Board applicant Name, address and permit number: Bracey Enterprises, Inc.; 100 Clyde’s Lane, Windsor, VA 23487; Permit Number VA0067318 Facility name and location: Clyde’s Dale Mobile Community, 100 Clyde’s Lane, Windsor, VA. 23487 Project description: Clyde’s Dale Mobile Community has applied for reissuance of a permit for treated domestic wastewater discharges from a mobile home park. The applicant proposes to discharge at a rate of 0.04 million gallons per day into a water body. Generated sludge from the treatment process will be collected and hauled to an offsite lagoon. The facility proposes to release the treated sewage into Burnt Mills Swamp in the Chowan and Dismal Swamp watershed. A watershed is the land area drained by a river and its incoming streams. The permit will limit the following pollutants to amounts that protect water quality- pH, biochemical oxygen demand, total suspended solids, total residual chlorine, E. Coli, total Kjedahl Nitrogen, ammonia-nitrogen, total recoverable cadmium, total recoverable copper and total recoverable zinc. HOW TO COMMENT AND/OR REQUEST A PUBLIC HEARING: DEQ accepts comments and requests for public hearing by hand-delivery, by e-mail, fax or postal mail. All comments and requests must be in writing and be received by DEQ during the comment period. Submittals must include the names, mailing addresses and telephone numbers of the commenter/requester and of all persons represented by the commenter/requester. A request for public hearing must also include: 1) The reason why a public hearing is requested. 2) A brief, informal statement regarding the nature and extent of the interest of the requester or of those represented by the requestor, including how and to what extent such interest would be directly and adversely affected by the permit. 3) Specific references, where possible, to terms and conditions of the permit with suggested revisions. A public hearing may be held, including another comment period, if public response is significant, based on individual requests for a public hearing, and there are substantial, disputed issues relevant to the permit. Notice is hereby given that the Planning Commission and the Town Council of the Town of Smithfield, Virginia, will hold public hearings at the regular meeting of the Planning Commission and at the regular meeting of the Town Council in the council chambers in The Smithfield Center, 220 N. Notice is hereby given that the Isle of Wight County Board of Supervisors will hold a Public Hearing on Thursday, July 19, 2018 to consider the following:

An ordinance to amend the following sections of Appendix B. Zoning: Amendments, Article I (General Provisions), Article II (Interpretations and Basic Definitions), Article III (Use Types), Article IV (Zoning Districts and Boundaries), Article V (Supplementary Use Regulations), Article VI (Overlay Districts), Article VII (General Design Guidelines and Development Review Procedures), and Article VIII (Landscaping and Screening Standards). The purpose of the proposed amendments is to add definitions, clarify requirements, make editorial corrections, reduce duplication with other regulations, and make changes to permitted uses in certain zoning districts.

Copies of said ordinance amendments are on file in the Department of Planning and Zoning at the Isle of Wight County Courthouse Complex, Isle of Wight, Virginia, and are available for public examination.

BID: The bid shall be submitted in a sealed envelope clearly marked with “Bid for School Bus Financing” on the outside of the envelope, and must be received in the office of the Superintendent of Schools at the above address no later than 2:00 PM on July 16, 2018. It is the responsibility of the bidder to ensure that its bid is received at the specified office by the required date and time. Bids received after this date and time will not be opened or considered.

CONTRACT DOCUMENTS: A copy of the proposed lease-purchase documents should be provided with the bid. The documents must be approved as to form by counsel for the School Board.

FINANCING STRUCTURE: Tax-Exempt Municipal Lease-Purchase Agreement.

INTEREST RATE: A fixed rate of interest or a fixed amount of interest should be proposed for the term of the financing.

TRANSACTION COSTS: The bid should specifically identify all costs associated with the transaction not included in the interest rate, if any, that would be an obligation of the Lessee as either a direct payment or as additional cost.

CONTRACT: The successful bidder will be required to enter into a tax-exempt lease purchase agreement which shall be acceptable to the Lessee. SIGNATURE OF BIDS: THE BID SHOULD BE SIGNED BY AN AUTHORIZED REPRESENTATIVE. NEGOTIATION WITH LOW BIDDER: IN THE EVENT AN AWARD TO THE LOWEST RESPONSIVE AND RESPONSIBLE LOW BIDDER WOULD EXCEED AVAILABLE FUNDS, THE SCHOOL BOARD RESERVES THE RIGHT TO NEGOTIATE WITH THE LOW BIDDER REGARDING CHANGES IN THE AMOUNT TO BE FINANCED IN ORDER TO BRING THE AWARD WITHIN AVAILABLE FUNDS.

THE SCHOOL BOARD RESERVES THE RIGHT TO CANCEL THIS INVITATION TO BID OR REJECT ANY AND ALL BIDS WHEN IT IS IN THE BEST INTERESTS OF THE SCHOOL BOARD.
