The object of this suit is terminate the residual parental rights of the parents, including the right of visitation, right to consent to adoption, the responsibility of support and all other rights and responsibilities remaining with the natural parents of the aforesaid child and to obtain the right to place said child for adoption. And, based on an affidavit filed herein, the Court finds that there exists sufficient grounds for causing service of process by publication. It is ORDERED that Megan Fields, the biological mother and any or all others who may be related to Hunter J. Smallwood, whose actual whereabouts are unknown, appear at the above-named Court on or before the 23rd day of July, 2019, at 11:00a.m. to do whatever is necessary to protect their interests. It is further ORDERED that this Order of Publication be published once a week for four consecutive weeks in THE SMITHFIELD TIMES, of Smithfield, Virginia, and that a copy hereof be posted on the front door of the Courthouse. Notice is hereby given that the Isle of Wight County Board of Supervisors will hold a Public Hearing on Thursday, June 20, 2019 to consider the following applications:
The application of Carlton K. Outland, owner, for a change in zoning classification from Rural Agricultural Conservation (RAC) to Rural Residential (RR) and a waiver to Section 4-3004 of the Isle of Wight County Zoning Ordinance, that requires the lots be located on private shared driveway, with no frontage on the public road. The property contains twenty (20) acres of land which is part of Tax Parcel Identification Number 66-01-105 and is located on the east side of Freeman Drive (Rte. 612). The purpose of the application is to create two (2) single family residential lots.   The application of W. C. Sawyer, applicant and owner, to amend the Conditional General Commercial zoning of 2.45 acres of land located at 15135 Carrollton Boulevard on the property with Tax Parcel Identification Number 34-17-001. The purpose of the application is to increase the number of commercial uses permitted on the property.

Specifically, the amendment proposes to appropriate $2,946,128 from the General Fund to the Capital Project Fund.
