ORDER OF PUBLICATION

The Plaintiff filed this suit pursuant to Va. Code § 58.1-3965, et seq., to enforce its delinquent tax liens against the following real estate standing in the name of Frances M. Anderson:

Tax Map No.: 06-05-014A Brief Description: PT TR 14 J W WELLS LAND

An affidavit having been filed that the Plaintiff used due diligence to locate the unknown heirs, devisees and successors in interest of Charles Jones, Jr. and Mamie Jones, but without effect; that the post office addresses on the unknown heirs, devisees and successors in interest of Charles Jones, Jr. and Mamie Jones are unknown; that the Plaintiff served Defendant Frances M. Anderson, if living, by substitute service upon the Secretary of the Commonwealth at her last known address of 3250 Quick Water Landing NW, Kennesaw, GA and has used due diligence to ascertain any other location for her, but without effect; that if Frances M. Anderson is not living, that the Plaintiff used due diligence to locate her unknown heirs, devisees and successors in interest, but without effect; that the post office addresses of the unknown heirs, devisees and successors in interest of Frances M. Anderson are unknown; and that there may be other persons having an interest in the property whose names and addresses are unknown, and those claiming through the aforementioned parties, all such persons made defendants as “Parties Unknown.”
It is ORDERED that this Order be published once in the Smithfield Times, a newspaper of general circulation in Isle of Wight, Virginia, and that the parties named herein appear at 9 a.m. October 2 , 2019, in the Isle of Wight Circuit Court Clerk’s Office and do what may be necessary to protect their respective interests.

Notice is hereby given that the Isle of Wight County Board of Supervisors will hold a Public Hearing on Thursday, September 19, 2019 to consider the following application:

The application of Forrest Melvin on behalf of Windsor PV1, LLC, applicant, and Cobb Land Limited Partnership and Burrell D. Roberts, LLC, property owners, for a Conditional Use Permit on approximately 1080.5 acres zoned Rural Agricultural Conservation (RAC), composed of tax parcels 53-01-007 and 52-01-046, located along West Blackwater Road (Rte. 603) near Antioch Road (Rte. 657), Knoxville Road (Rte. 609), and Bows and Arrows Road (Rte. 641) intersections. The purpose of the application is to allow for a major utility service (solar farm) and a substation.

Copies of said application are on file in the Department of Planning and Zoning at the Isle of Wight County Courthouse Complex, Isle of Wight, Virginia, and are available for public examination.

Any person desiring to be heard in favor of, in opposition to, or to express his or her views with respect to said application may appear before and be heard by said Board of Supervisors during the Public Hearing to be held in the Robert C. Claud, Sr. Board Room at the Isle of Wight County Courthouse Complex on Thursday, September 19, 2019. The public meeting is scheduled to start at 6:00 p.m.

The County of Isle of Wight is in compliance with the Americans with Disabilities Act of 1990.
