Town of Windsor – Planning Commission

PUBLIC HEARING

The Planning Commission of the Town of Windsor will hold a public hearing on Tuesday, September 25, 2019, in the Windsor Town Hall located at 8 E Windsor Blvd., Windsor, Virginia, to consider the following:

Beginning at 7:00 p.m.

To rezone a portion of parcel 54-01-067 from General Agricultural A-1 to Residential District R-1. The property is located on Buckhorn Drive in the Town of Windsor, VA. The purpose of the rezoning is to allow for the subdivision of said property, with the creation of two new parcels that would be zoned R-1. The comprehensive plan identifies this location to be agricultural, with a density of 0.014 units per acre. The two new parcels will have a housing density of 0.344 acre per unit, and 0.466 unit per acre. The proposed Residential R-1 zoning designation recommended density is 2.9 units per acre.

Public Notice – Environmental Permit

Purpose of notice: To seek public comment on a draft permit from the Department of Environmental Quality for the withdrawal of groundwater in Isle of Wight County, Virginia. Public comment period: September 11, 2019 to October 11, 2019 Permit name: Groundwater Withdrawal Permit issued by DEQ, under the authority of the State Water Control Board Applicant name, address and permit number: Town of Windsor; 8 East Windsor Blvd., Windsor, VA 23487; GW0042701 Name and location of water withdrawal: Town of Windsor; 8 East Windsor Blvd., Windsor, VA 23487 Project description: The Town of Windsor has applied for a reissuance of a permit for the Town’s public water supply in Isle of Wight County, Virginia. The permit would allow the applicant to withdraw an average of up to 466,200 of gallons per day. The groundwater withdrawal will support the Town’s residential and commercial water needs. The proposed withdrawal will utilize the Potomac aquifer at a depth between 350 feet to 520 feet below the land surface at the withdrawal site. An aquifer is a body of rock or layer of sediment in the ground in which groundwater is stored and transported. DEQ has made a tentative decision to issue the permit. AFFECTED AREA: The radial distance from the wells to where computer modeling predicts the aquifer may experience one foot of drawdown due to the withdrawal is illustrated on a map that can be viewed at http://www.deq.virginia.gov/Programs/Water/WaterSupplyWaterQuantity/WaterWithdrawalPermittingandCompliance/CurrentPublicNotices/DraftWaterWithdrawalPermits.aspx
