Police: ‘improper stopping’ caused fatal Brewer’s Neck Boulevard crash

A delivery driver faces a charge of “improper stopping” from a Monday afternoon crash on Brewer’s Neck Boulevard that killed a man and blocked westbound traffic for over three hours.
Virginia State Police troopers were called to the scene around 3:15 p.m. The westbound lanes of the highway remained closed until around 6:30 p.m.
According to police, 49-year-old Rodney Lamont Jones of Richmond had activated his International commercial box truck’s emergency flashers and stopped in one of the highway’s travel lanes to make a home delivery, when a moped driven by 62-year-old James Edward Bailey of Windsor rear-ended the truck. Bailey died upon impact.
